Definition
Refers to tables with either headers appearing beyond the first row and first column or any table with rowspan or colspan.

Complex table - NEEDS remediation

Complex table - row/col span - NEEDS remediation
table-remediated and table-not-remediated are not set, and rowspan or colspan exists.

Complex table - last cell colspan - NEEDS remediation
table-remediated and table-not-remediated are not set, and the last row of the table spans the all columns.
This category may indicate there are footnotes/source attributions. Use your judgement, as it is also possible for this to be a legitimate header or data cell.

table-remediated and table-not-remediated are not set, and there are only 1 or 2 rows or columns.
